Sprinkler Retrofit Passes First Reading

On the heels of the recent Marco Polo condominium fire, which cost three people their lives, Bill 69 introduced by the administration has passed first reading and will be heard in the Committee on Executive Matters and Legal Affairs. Expecting contentious discussion, the bill will likely face opposition by condo owners who could pay thousands to install sprinklers, and strong support by the Honolulu Fire Department which sent over a hundred fire fighters into the Marco Polo.

The bill would require the retrofit of sprinkler systems for high-rise residential buildings within five years. Opponents are requesting deferral of the bill until after the proposed Fire Safety Commission meets and makes recommendations to the Council for policy changes. They note the fiduciary duty of their Condominium Association management to address special assessments for improvement of common areas and infrastructure and believe that the City should not rush to pass a mandate. Supporters continue to highlight safety for residents as well as the economic impact resulting from potential fire damage. They believe that the retrofit of sprinklers is a small price to pay if it saves lives.
