Council Schedules Special Hearings on Rail Transit Funding

Facing a 60-day deadline placed on the City by the Federal Transit Administration (FTA), City Council members will be hearing Bill 42 to address the financial shortfall for rail. Bill 42 (introduced in 2017) has been amended and must be passed to allow city money to be spent on rail.

The bill will be heard on Wednesday, Oct. 17, in back to back hearings – a special legislative matters committee hearing and full council hearing immediately following.

While the City will have to issue bonds to cover its share of rail expenses, Bill 42 is necessary to meet the FTA mandate placed on the City. Federal funding of $750 million is contingent upon the City’s commitment, including HART financial plans, which detail where an additional $134 million dollars will come from. The proposed CD1 amends Bill 42 by implementing a cap on the amount of allowable City funds to be used to subsidize rail.
