DPP suspends start of STR Program

On April 22, the Honolulu Department of Planning and Permitting announced that it would suspend the start of the short-term rental registration program (STR program includes Bed & Breakfast and Transit Vacation Rentals). DPP cites the program’s suspension is due to concerns over Ordinance 19-18 raised at a recent DPP public hearing.

The STR registration program was to begin on August 1 and continue through September 1, but DPP indicated that community concerns on the draft administrative rules revealed potential problems with the ordinance, which included the 1,000-foot restriction on the location of permitted vacation rentals and a proposed lottery system to select and register STRs. The adoption of the administrative rules and the start of the registration process are on hold until further notice.

DPP also announced additional changes to be implemented to modernize the system and address concerns. One of which includes the department will no longer accept paper plans for new single-family dwellings beginning June 1, 2021. Only applications submitted via the DPP’s ePlans system will be accepted. The DPP will implement this policy for all residential applications, including additions and alterations, by January 1, 2022.
