An Ethics Citation Form must be completed to file your complaint:

  • All areas of the form must be completed and signed in order to process your request.
  • Save your completed form and attach in an email to [email protected].

Once received by Professional Standards, you will be contacted by the PSA to discuss the filing.

Citable Offenses and Corresponding Fines

The program began with 8 of the 34 NAR Standards of Practices. Fines are preset and capped, ranging from $250 to $2,000 depending on the offense.  There are now 10 Standards of Practice.  Refer to the brochure for Standards and fines.

ECP eligibility

  • Only HBR REALTOR® members can file complaints against another member under ECP.
    • The public is currently excluded and cannot submit complaints at this time.
  • Unethical conduct must take place on September 1, 2017 or later.
    • Conduct originating before this date is not eligible under this program.
  • No more than 2 citations will be issued to a member within a consecutive 12-month period under ECP.
    • Complaints beyond this limit will go through the full ethics hearing process.
  • 10 citable offenses from Articles 1, 3, 12, and 14

Benefits

ECP offers complainants and respondents a streamlined process for dealing with ethics violations where a Citation Panel reviews all complaints that fall under the ECP policy.

  • Similar to a traffic ticket, members found in violation by the panel can agree to pay a preset fine and attend a class in lieu of a hearing.
  • A time-consuming ethics hearing process and confrontation can be avoided.

About the Program

A yearlong pilot of the HBR Ethics Citation Program (ECP) began on September 1, 2017, with the goal to raise the overall professional standard among REALTOR® members through awareness, accountability, and education such that the frequency of ethics violations is reduced and the interests of the general public remain protected.

The program was reviewed in March 2018 by the ECP Taskforce. They concluded that no changes should be implemented at this time. The ECP Taskforce reviewed the program again in September 2018.
