Navigating Honolulu’s short-term rental (STR) rules can be confusing.

The Honolulu Board of REALTORS® (HBR) has created this centralized resource hub that brings together key forms, guides, and links from the City & County’s Department of Planning and Permitting (DPP) to help REALTORS® and their clients better understand STR registration and renewal requirements.

Informational Guides and Forms for Short-Term Rental (STR) Properties

Resources for Registering or Renewing an STR, including NUCs (Nonconforming Use Certificates):

  • STR Checklist>> HBR created a simple guide listing the various STR requirements based on whether you have a NUC, are in a resort/special apartment district, or if your AOAO rules allow or don't allow STRs.
  • Informational Guide for NUC Renewals>> Helps determine if you can renew an existing license and outlines renewal requirements for TVUs (transient vacation units) and B&Bs (bed and breakfast homes).
